How to fund 9-1-1 in Delaware county. Mayor Sharon McShurley and the Delaware County Board of Commissioners will meet today in executive session at 5 p.m. prior to a regular commissioners meeting at 6:30 p.m. McShurley recently proposed drastically reducing the city’s 911 payments, pointing to an amendment to the justice center’s interlocal agreement. Commissioners have a lease-rental agreement that they say calls for city and county government to split 911 operating costs.
