The Indianapolis city-county council votes for a second time Monday on whether to put more teeth into the county‘s smoking ban. Whether the ban is approved or not, a state legislator plans to move ahead with a bill that would make it a moot point. The house passed a statewide smoking ban last year. But the senate never gave it a hearing, and even supporters were unhappy with exceptions carved out for bars, restaurants and casinos.

After a month of protests, walkouts and bitter debate, Indiana will become the 23rd right-to-work state. The Senate gave final approval to right-to-work 28-22, unchanged from the first vote on the bill last month. Governor Daniels signed the bill into law about three hours after the senate vote.
A man was killed Wednesday night in a one-vehicle accident along Ind. 3 in southern Delaware County.
