A lengthy fight over how to pay for court-ordered repairs to Richmond’s sanitary sewer system ended this week when the city council voted to approve a 48 percent hike by a slim margin. Council voted 5-4 at the meeting close to approve an amended ordinance that would increase the city sanitary sewer rates by 48 percent over the next two years.
