City police are investigating reports that Muncie police officer, former police chief and current 911 director, Joe Winkle, physically assaulted a man at a downtown Muncie bar. The Star Press reports he allegedly struck the man after a disagreement stemming from Winkle sitting next to the man’s girlfriend. The Delaware County Prosecutor’s Office says they expect to receive police reports on the incident today and will make a decision about what charges, if any, will be filed. Winkle was police chief under then-Mayor Dan Canan from 1996 to 2008. He was named 911 director this spring.
