A day after returning to the Muncie Sanitary District Board, Bill Smith confirmed yesterday that some personnel changes have been made. Smith said some MSD departments will be consolidated, and positions eliminated, in a bid to “control expenses.” Smith will also serve as acting administrator of the MSD, as current administrator, Barbara Smith, retired this week after 30 years of service to the district.
